Releyendo artículos del siempre interesante blog de Xavier Marcet he encontrado esta reflexión sobre los factores que hacen que una OTRI (oficinas de transferencia de resultados de la investigación en España) sea excelente. Menciona la experiencia que tuvo en la Columbia University (y traduzco):
“(…) que los que gestionan la transferencia de tecnología tengan una importante trayectoria empresarial. Y efectivamente, en Columbia la gente que lleva lo que serían en España las OTRI tienen un background empresarial de altísimo nivel. Los resultados son espectaculares.”
La oficina de licencias y creación de empresa de Columbia (Science and Technology Ventures) realiza las siguientes funciones:
The major activities of STV are:
- Identifying and patenting or copyrighting new inventions
- Interacting with industry to negotiate collaborative Sponsored Research Agreements (SRAs)
- Advising industry of new inventions and negotiating license agreements
- Apprising venture capital groups and other investors of new inventions and facilitating startup of new companies based on Columbia faculty research
- Facilitating the Material Transfer Agreements (MTAs) that enable researchers to advance their work
Algunas de estas actividades se empiezan a realizar de manera sistemática (aqui está la dificultad) en universidades y centros de investigación de España (en el Programa Innova de la UPC sin ir más lejos), aunque no es sencillo establecer una estructura y procesos cuando la financiación de la plantilla es variable cada año y algunas veces hay que supeditar las actuaciones a las políticas o oportunidades de financiación externas.
